Site Security Manager

Position Overview

Capital Government Solutions (CGS) is seeking an experienced Site Security Manager (SSM) to support a classified construction project at Joint Expeditionary Base Little Creek–Fort Story in Virginia.

The SSM serves as the primary on-site authority for all construction security matters and is responsible for the implementation, management, and oversight of the Government-approved Construction Security Plan (CSP) throughout the lifecycle of an ICD-705 construction project. This position serves as the primary liaison between the Government Accrediting Official (AO), construction personnel, Construction Surveillance Technicians (CSTs), and Cleared American Guards (CAGs).

The ideal candidate is an experienced security professional with a strong background supporting classified construction projects, leading security teams, and ensuring compliance with ICD-705 requirements.

Key Responsibilities

Manage all aspects of the construction security program in accordance with the approved Construction Security Plan (CSP).
Ensure compliance with ICD-705 requirements, Intelligence Community standards, and Government security directives.
Direct and supervise Construction Surveillance Technicians (CSTs) and Cleared American Guards (CAGs).
Conduct security awareness and security training briefings for project personnel.
Oversee access control, personnel screening, visitor management, and escort procedures.
Maintain all required security documentation, including:
Daily activity logs
Visitor logs
Incident reports
Inspection records
Conduct daily, random, and end-of-day security inspections.
Identify, document, and report security violations, incidents, or deviations from the CSP.
Coordinate directly with Government security representatives and project stakeholders.
Lead initial response efforts to security incidents and provide recommendations for corrective action.
Review reports from CSTs and CAGs regarding suspicious activities, anomalies, and potential security violations.

Required Qualifications

Active SECRET security clearance (minimum requirement).
High School Diploma or GED.
Minimum eight (8) years of experience in a government, industrial, or military security environment.
Minimum two (2) years of direct experience supporting ICD-705 construction projects.
Demonstrated experience leading and managing security personnel.
Experience developing, implementing, or managing Construction Security Plans (CSPs).
Comprehensive understanding of:
- ICD 705
- ICS 705-1
Associated Intelligence Community Technical Specifications
Ability to read and interpret construction drawings, blueprints, and project schedules.
Valid Site Security Manager (SSM) certification from a Government-approved training course.
Ability to stand and walk for extended periods of time

Preferred Qualifications

Three (3) or more years supporting ICD-705 construction projects.
Formal supervisory or management experience leading security teams.
Bachelor's degree in Security Management, Criminal Justice, or a related field.
Experience supporting SCIF construction, renovation, or accreditation projects.
Experience coordinating directly with Accrediting Officials, Security Managers, or Construction Security stakeholders.

Schedule

Primarily Monday–Friday during normal project working hours, with occasional Saturday support as required by project operations.

Compensation

Annual Salary - $150,000
