Construction Surveillance Technician - SECRET

Position Overview

Capital Government Solutions (CGS) is seeking qualified Construction Surveillance Technicians (CSTs) to support a classified construction security project in Virginia Beach, Virginia.

The CST plays a critical role in protecting sensitive government facilities during construction by monitoring construction activities, inspecting materials and equipment, escorting uncleared personnel, and ensuring compliance with the Government-approved Construction Security Plan (CSP). CSTs work closely with the Site Security Manager (SSM) to identify and mitigate potential security vulnerabilities throughout all phases of construction.

Key Responsibilities

Monitor all construction activities within the secure worksite to ensure compliance with the approved Construction Security Plan (CSP), ICD 705, ICS 705-1, and associated Intelligence Community Technical Specifications.
Observe construction methods, materials, installations, and workmanship to identify potential security vulnerabilities or deviations from approved security requirements.
Escort and continuously monitor uncleared workers, visitors, and delivery personnel within controlled construction areas.
Inspect all construction materials, tools, equipment, and deliveries entering the secure perimeter to ensure compliance with project security requirements.
Verify that construction activities are being performed in accordance with approved drawings, specifications, and security standards applicable to accredited SCIF construction.
Identify, document, and immediately report suspicious activities, security anomalies, unauthorized construction practices, or potential violations to the Site Security Manager (SSM).
Conduct random, routine, and end-of-day inspections of work areas, tools, equipment, and construction debris to prevent the introduction of prohibited items or technical vulnerabilities.
Maintain detailed security logs, inspection records, escort documentation, and daily activity reports.
Support the Site Security Manager (SSM) in preserving the integrity of the facility throughout all phases of construction, renovation, testing, and accreditation.

Required Qualifications

Active SECRET Security Clearance
Valid Construction Surveillance Technician (CST) Certification from a Government-approved training course
Minimum five (2) years of experience in government, military, industrial, law enforcement, or security-related environments
Demonstrated experience observing, documenting, and reporting activities with a high degree of accuracy
Ability to read and interpret construction drawings, diagrams, and project schedules
Working knowledge of ICD 705 construction security requirements
High School Diploma or GED
Uncertified CST, Observer, or Escort experience welcomed

Preferred Qualifications

Previous experience supporting ICD 705 construction projects
Experience supporting SCIF construction, renovation, or accreditation projects
Background in construction management, quality assurance, facility security, physical security, or military engineering environments
Experience working in classified government or Department of Defense environments
Familiarity with Intelligence Community security standards and construction security procedures

Schedule

Primarily Monday–Friday during normal project working hours, with occasional Saturday support as required by project operations. Expected 42 hours/ wk.

Compensation

$42-$50/ hour
